Perthshire Business not Anti-Perthshire

We are looking for answers that have not yet been provided through the "Best value practise of Perth and Kinross Council". We want to know why the local Chamber of Commerce refuse to lobby the council and local politicians on behalf of local companies? Why are the shops in the town centre struggling? Where are the high tech industries? Why are local companies continually overlooked when it comes to the tendering process?

The council argue that skills and expertise are not locally available. The skills exist in Perthshire please utilise them.

There is sufficient local expertise to provide satisfactory marketing and design for the Perthshire Brand and other local projects. Why have the council not awarded a single print, multimedia or internet project to a local company in over 5 years. Other local industries have similar issues.

January 2005 the Perthshire.com website went live on the internet. The website was commissioned outwith the area at the cost of £21,900 + VAT (£25,732). Economic development staff from Perth and Kinross Council provided an assurance that the website was legally compliant with current UK Disability Discrimination Act (DDA October 2004 amendments) and that it was compliant with the W3C Web Content Accessibility Guidelines Priority 2 (October 1999). Minimum European standard for a local authority site is priority 2 AA WAG (October 1999).

In an email from the councils own software engineer in April 2005 it was admitted that the website was not compliant with current UK legislation. Perth and Kinross Council had employed a usability consultant to audit the website.

Excuse me! The economic development department just said they commissioned a legally compliant website that was delivered in January 2005. Two months later Perth and Kinross council spent council tax payers money on having the site audited and repaired by an accessibility consultant. In addition time was spent internally correcting technical errors on the website.

What was the true cost of Perthshire.com?
Why was the original developer not required to correct the faults in the website if it didn't meet the standard that the council had paid for. Perthshire Business is produced to the standard required for automated checking with W3C Accessibility Guidelines Priority level 3. A higher standard than the one legally required by a UK local authority. Compliance was build in at the start and there's always room for improvement.

December 2004, Perth and Kinross Council changed a project deadline to accommodate a company who were unable to meet the original project deadline. The company then went on to be awarded the contract to produce the Perthshire G8 magazine and accompanying CD. The CD part of the project was delivered without the promised accompanying sound track. The video footage was badly compressed and contained artifacts (fuzzy bits). The CD contained spelling mistakes and other errors. Yet again the project was signed off and paid for by the economic development department.

Perthshire Brand logo, the council have always been evasive when asked who produced it and how much it cost. Tell us we paid for it!

Total cost of rebranding Perthshire as Perthshire. Tell us we paid for it!

We could continue to highlight examples where the tax payer is paying extra hidden costs for services provided by the local authority. Enough people have taken the time to send their opinion.

What we and our readers want is a successful Perthshire filled with vibrant industry, busy shops and opportunity for all. We want local council tax money spent locally to grow business and attract new business. We welcome tourists from all nations.

We are not Anti-Perthshire were just looking for change.

Abolishing the Bridge Trolls

The Dundee Courier is currently running a campaign to abolish the tolls on the Tay Road Bridge and the Forth Road Bridge. Both bridges are important to the economic development of Perthshire.


Why did the Provost of Perth vote to raise the tolls to £4 last January?
