Unexpected early launch of Perthshire Business

The launch date of this website has been brought forward by three months to add visible support to the graphic design industry in Perth and Kinross. The goal of Perthshire Business is to provide an online business community and resource for the local area. Including companies in Kinross. Please come back when the site resumes to normal service. It will be the flagship site for Perthshire. This is the rough and ready low tech version.

Only the words of the Manic Street Preachers can sum up the feeling at Perthshire Business on the subject of local design agencies missing the opportunity to head the Perth and Kinross G8 publication. What were the council thinking of when they awarded the bid to a company from outside the area. What's the message they are sending out to the local business community. They are saying loudly "The Perthshire Business community is not good enough to represent the local area". The G8 summit is in July. Is that the messsage Perth and Kinross council is sending to the world?

In Perthshire there are several design companies with national clients, national awards, with membership of recognised industry bodies.

Toys out of the pram by designers, I don't think so. During the past 2 years Perth and Kinross council has awarded 4 contracts to design agencies outside the area. That's a substantial amount of money lost to the Perthshire economy. Three of the contracts were only tendered to companies outwith the area. What happened to local businesses being offered the opportunity to tender for the first 3 contracts. They were for the Perth and Kinross council newspaper, www.perthshireg8.com and the forthcoming www.perthshire.com. All the work is part of the £500,000 allocated to the perthshire brand. The fourth contract was for the Perthshire G8 Publication. During the tender process the deadline was set back by one week to allow a tendering company time to complete the bid. How unusual!


The council Scheme of Administration document, part 4, Tender and Contract procedures, Section 26.9(c) clearly states.

"Prospective tenderers must be informed that it is their responsibility to
have tenders delivered timeously in a sealed cover to the address
shown on the official return label and that under no circumstances will
late tenders be considered nor will tenders submitted in the form of a
facsimile letter be accepted."
