On the 23rd of february 2005 Perth and Kinross strongly denied any suggestions that decisions to allocate design and marketing projects are made on the basis of anything other than a clear, rigorous and transparent procurement process. Information acquired under the Freedom of Information act has shown the council are more than economical with the truth. Take the time to cross reference the FOI documents with previous statements released by the council in the local press. The 2fluid tender proposal was possibly not available under the FOI because the company had correctly spotted the pitfalls of submitting a tender document to the council. This proposal was correctly marked with a written disclaimer identifying the document as commercially sensitive.
Fortunately a google search for 2fluid sorbus puts the tender proposals into the public domain.
